May 16,2005 Lake Vista Property Owner Re: Lake Vista Subdivision By Certified Mail
At its meeting on Tuesday, May 10, 2005 the New Orleans Historic District Landmarks Commission (HDLC) moved to nominate the Lake Vista Subdivision, for which you are listed as owner in municipal record, for study as a local historic landmark. The Lake Vista Subdivision landmark nomination includes only the land unoccupied by structures on each lot within the subdivision. The goal of this nomination is to preserve the distinctive plan and layout of Lake Vista. The nomination procedure provides the Commission an opportunity to fully study the merits of permanently designating the subdivision as a local landmark or as a partial control local historic district. In accordance with City Ordinance #5992 M.C.S., the Commission will hold a public hearing at some time in the future to consider the proposed designation. You will be notified as soon as a date has been set for the hearing. At this hearing, our staff will present research on the architectural and historical significance of the subdivision. You will have the opportunity to address the Commission if you wish, as will other interested citizens. After the hearing, the Commission will vote on whether or not to designate the subdivision. During the nomination period we are now in, owners shall apply for a Certificate of Appropriateness for any work that alters the footprint of the existing buildings such as additions, or work within the unbuilt portions of the lot such as construction of pools, walls, fences, and accessory structures (i.e. sheds, garages, or other new construction.) The HDLC will not be instituting any design restrictions apart from those already outlined by the "Lake-Vista Building Restrictions" already in place. I am enclosing a guide to filing for a Certificate of Appropriateness along with a work application. Any currently valid permit for demolition, new construction, or exterior alteration will not be affected by the landmark study process. Only new permits issued after May 10, 2005 will require a Certificate of Appropriateness. The nomination is by no means intended to prohibit maintenance or renovation of your property. Again, Commission approval of any changes simply ensures that all work done will be sympathetic to the unique character and layout of the subdivision.
